autotools-dev software package provides Update infrastructure for config.{guess,sub} files, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install autotools-dev
autotools-dev is installed in your system.
Make ensure the autotools-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep autotools-dev *
You will get with autotools-dev package name, version, architecture and description in a table
